Peer Review Policy

Overview

The Turing Ledger Journal of Engineering & Technology (TLJET) is committed to maintaining the highest standards of academic excellence, scientific integrity, and editorial transparency. All submitted manuscripts undergo a rigorous, double-blind peer review process to ensure research quality, originality, methodological soundness, and ethical compliance. The peer review process is at the heart of TLJET’s commitment to scholarly reliability and innovation.

Review Model: Double-Blind Peer Review

To ensure fairness and objectivity, TLJET uses a double-blind peer review system:

  • Author Anonymity: Reviewers do not know the identity of the authors.

  • Reviewer Anonymity: Authors are not informed of the reviewers' identities.

This model ensures that manuscripts are evaluated solely on their scientific merit, regardless of the authors' affiliations or background.

Peer Review Workflow

1. Submission and Preliminary Editorial Screening

Manuscripts must be submitted through TLJET’s official submission portal. The editorial office conducts an initial screening to check:

  • Relevance to the journal’s scope (engineering, applied sciences, technology)

  • Compliance with formatting and submission guidelines

  • Ethical approvals (if applicable)

  • Plagiarism check using software such as Turnitin

Manuscripts failing to meet these criteria may be rejected without external review.

2. Reviewer Selection and Assignment

Manuscripts that pass initial screening are forwarded to at least two qualified reviewers with expertise in the relevant domain. Reviewers are selected based on:

  • Subject-matter expertise

  • Research and publication record

  • No conflicts of interest with the authors or research

3. Review Process

Reviewers are asked to assess submissions based on:

  • Originality and technical contribution

  • Engineering/scientific relevance

  • Methodological rigor and experimental design

  • Clarity, structure, and presentation

  • Ethical compliance (where applicable)

Review outcomes may include:

  • ✅ Accept without revision

  • ✏️ Accept with minor revisions

  • ???? Major revisions required

  • ❌ Reject

4. Editorial Decision and Communication

The Editor evaluates reviewer feedback and issues a final decision. Authors receive a detailed report and revision instructions (if applicable). Revised manuscripts may be sent for further review. The process is designed to be transparent, constructive, and educational.

Timeframe

The typical peer review cycle takes 4–6 weeks, depending on:

  • Reviewer availability

  • Manuscript complexity

  • Number of revision rounds

Authors are encouraged to respond to revision requests promptly to avoid delays.

Reviewer Ethics and Responsibilities

Selection Criteria

Reviewers are selected for their technical expertise, academic credibility, and ethical standing. TLJET strives to include a diverse international pool of reviewers from engineering and technology fields.

Confidentiality

Reviewers must treat manuscripts as confidential. They must not:

  • Share or disclose content

  • Use unpublished data or concepts

  • Discuss manuscripts with third parties

Ethical Conduct

Reviewers are expected to:

  • Provide objective and constructive feedback

  • Disclose any conflicts of interest

  • Avoid bias, discrimination, or unprofessional commentary

Appeals Process

Authors who believe a rejection was made unfairly may submit a formal appeal with justification. Appeals are:

  • Reviewed by the Editorial Board

  • May involve an independent third-party reviewer

  • Final decisions are made by the Editor-in-Chief

Ethical Standards and Compliance

TLJET follows the Committee on Publication Ethics (COPE) guidelines and adheres to ethical publishing standards established by the Higher Education Commission (HEC) of Pakistan. All editorial practices are rooted in integrity, transparency, and academic responsibility.

Reviewer Recognition

To acknowledge the essential contribution of reviewers:

  • TLJET publishes an annual list of peer reviewers (with prior consent)

  • Certificates of appreciation are available on request

Conclusion

At TLJET, peer review is more than a checkpoint—it's the cornerstone of scientific excellence. Our double-blind, ethical, and methodical review system ensures that only high-quality, original, and impactful research is published, thereby advancing the fields of engineering and technology globally.
